Kathryn Monroe

Legal Counsel


Kathryn Monroe serves as legal counsel for ADF’s Church and Ministry Alliance, where she counsels ministries on issues of religious liberty. Prior to joining ADF, Monroe worked as senior counsel for the Missouri attorney general, overseeing special projects; attorney at EdChoice Legal Advocates, defending education choice programs; and in private practice, advising educational institutions and governmental entities.

Monroe attended SMU Dedman School of Law and Georgetown University Law Center, earning her J.D. from SMU. She also holds an Ed.M. in Education Policy and Analysis from Harvard Graduate School of Education. While in school, Monroe interned and clerked at several government agencies and offices, including the Office of White House Counsel, U.S. Senate HELP Committee, U.S. Department of Education, Office for Civil Rights, an EEOC Commissioner’s office, the Texas Education Agency’s General Counsel’s office, and the Massachusetts Department of Elementary and Secondary Education Commissioner’s office. Before attending law school, she was an elementary school teacher and a school district administrator.
