Summary

Anthony Miano, a Christian, was prohibited from sharing his faith on a public sidewalk outside the San Fernando Courthouse. Miano routinely distributed religious literature beginning in July 2008 between 7:30 a.m. and 9 a.m. On Aug. 26, 2008, Miano was approached by a Los Angeles County sergeant and deputy sheriff, who informed him that he was not permitted to speak or hand out literature at that location. The officers provided Miano with a copy of a general order from the L.A. County Superior Courts detailing their regulation of speech activities outside county courthouses.
